Read this carefully
Lookup data is not the same thing as final damage truth.
The stage and monster rows are useful for target context such as EXP, rewards, Defense, Hit, Avoid, and visible mechanics flags. They still need formula validation before they become exact hit-rate, Defense Pen, or DPS claims.
Skill rows show cooldowns, targeting, damage-ratio operations, and stat modifiers. Skill-level value depends on the affected skill, class setup, uptime, target, and the rest of the character's current stat buckets.
